SUMMARY: As a condition of approval for creation of the Monterra Ranch Mutual Water Company (MRMWC) water distribution system, a comprehensive water monitoring program report is required to be submitted each year, subject to review and approval by the District Board. Accordingly, the MRMWC Annual Water Monitoring Program Report for Water Year (WY) 2003 has been received and reviewed by District staff. The WY 2003 report has been distributed under separate cover to the Board, and is available for review at the District office. The District requested additional information and clarification about the WY 2003 report (Exhibit 2-A), and MRMWC’s hydrologist provided a response to the District’s request letter (Exhibit 2-B). As part of the response, report errata sheets were provided, and these have been incorporated into the WY 2003 report.

RECOMMENDATION: Staff recommends that the MRMWC Annual Water Monitoring Program Report for WY 2003 be accepted as fulfilling the requirements of the MRMWC WDS permit conditions. The report will be accepted with adoption of the Consent Calendar.

BACKGROUND: The Water Distribution System (WDS) permit to create the MRMWC was originally approved by the District Board on February 26, 1990, and conditions have been amended on several occasions since that time at the request of the system owners. The current MRMWC WDS permit approval is for a system capacity (production limit) of 203.1 acre-feet per year (AF/yr), and an expansion capacity limit (number of authorized connections) of 286 connections. The water supply for the subdivision is from individual wells on the Monterra Ranch property, which are drilled and completed in the fractured shales of the Monterey Formation. Because the raw water produced from the active supply wells does not meet all State Title 22 drinking water standards, the water is treated for removal of excess dissolved solids at an onsite reverse-osmosis (RO) water treatment plant, prior to delivery to the potable water distribution system.

A summary of water production, delivery and connection data from 1996 through 2003 was provided in the WY 2003 report and is included as Exhibit 2-C. As shown, well water production for the most recent reporting period, WY 2003, totaled 129.6 acre-feet (AF), which is 64% of the MRMWC WDS permit system capacity. This is 41.8 AF less than the total well production during the previous reported year. RO plant production in WY 2003 was 35.97 AF, and RO plant brine concentrate production was 6.19 AF, 14.7% of RO plant production. WY 2003 total metered consumption (i.e., treated water metered delivery) was 34.01 AF, and consumption loss (i.e., unaccounted water loss) was five percent. The difference between total well production and RO plant production (product water plus brine) is 87.49 AF; this represents water produced for non-potable uses including landscape irrigation and construction purposes during WY 2003. Active water connections for WY 2003 totaled 71, of which seven were temporary construction connections. This is 25% of the MRMWC WDS permit expansion capacity limit. Additional information regarding operations and analysis of the MRMWC water monitoring data is provided in the WY 2003 annual report.

In reviewing the responses to District questions on the WY 2003 report, staff noted several minor items which are in need of additional clarification, but are not pertinent to MRMWC condition compliance. Staff will follow up on these items in the near future.

IMPACTS TO STAFF/RESOURCES: District staff time for review of the MRMWC annual report is partially defrayed by an annual $1,000 environmental review fee as included as a condition of the MRMWC WDS permit. This payment has been received for the WY 2003 reporting period.
